Purpose
Conduct and report an EICR as a sampled, evidence-bounded assessment of an existing installation's continued safety.

An EICR is not a certificate that remedial work was completed and not a retrospective EIC. It records condition, extent, agreed limitations, observations, results and a professional satisfactory/unsatisfactory conclusion.
Core theory
Agree purpose, extent and operational limitations before work; review records, age/use/environment, changes, maintenance and previous reports. Limitations must be reasonable and cannot exclude obvious danger for convenience.
Inspect and test enough to assess safety, expanding sampling when defects or inconsistency appear. Record inaccessible items, actual tests, instrument/method and every observation with location/evidence.
C1, C2 or FI observations make the report unsatisfactory; C3 alone does not. Recommend next inspection from condition/use/risk and applicable law, not an automatic universal interval.

Assumptions: Observations describe the supplied installation state; Inspector has competent access to relevant evidence.
- Evidence: The defect rate invalidates confidence in the original sample.
- Expand: Increase inspection on that circuit/related workmanship and assess immediate risk.
- Report: Record locations, code by consequence, limitation changes and remedial urgency.
Expand sampling and code the evidenced safety condition; do not extrapolate a satisfactory result from the original plan.
Reasonableness check: The conclusion follows document purpose and present safety consequence rather than age, aesthetics or commercial pressure.
